With reference to my Despatch No. 305 of
the 11th. of July in which I reported a Supplementary Vote for
$2,500 for the provision of public fountains, I now have the
honour to transmit to you a copy of a letter from the Director
of Public Works stating that the vote has been exhausted and
applying for a further Supplementary Vote of $4,000 in order
to push on with the work which is as you are aware an urgent
matter.

In my Despatch No. 384 of the 29th. ultimo,
I tranmitted to you a petition from the Chinese community in
favour of universal meterage, which I have not seen my way to
recommend, but in the event of your acceding to the prayer of
that petition, the further vote now asked for by the Director
of Public Works would of course not be required.
3.
Should you on the other hand be prepared
to allow the erection of public fountains to be continued,
which I earnestly hope may be the case, I have to request
your authority to take the Supplementary Vote required for
the work during the remainder of the current year.
In either case I shall be glad to learn
